Since the Meiji period, the railroad
has been considered sacred, beyond the arm of the law and controlled
primarily by the military and national policy. Various experiments
have been recently undertaken in the design of station facilities,
but the majority of these have simply been architectural attempts
to construct station facilities next to laid tracks. The Kokura
Station Building comprises large-scale facilities built above
train tracks through which the monorail runs. The designers were
commended for their innovative attempt to create central municipal
facilities that emphasize user convenience.

Community facilities
located in central Iida City in Nagano Prefecture. Streets are
lined with apple trees, the city symbol, and three old downtown
warehouses acquired by the city were renovated into outside
cafes, galleries, reading rooms and other places that the city's
residents could gather to relax. The city does not directly
operate these facilities; rather they are managed by TMO, a
private company founded to oversee renewal planning for the
city. Developers were commended as providing a design option
for addressing the nationwide problem of crumbling commercial
foundations in city centers for which planners are struggling
to find solutions, as well as the collaborative effort by city
residents, designers and government to resolve this issue.
